.funktr0n is right! He is entitled for a refund. If someone pays for a good or service and don't recieve it then they are entitled to a refund

However he should understand that shit like this happens all the time in the subculture that he belongs to. Unfortunatly in Vancouver a certain percentage of underground parties get fucked over for some reason. Some of it is the promoters fault and some of it is not.
My recomendation to anyone is to choose wisely which parties you pay for! If you really want to go to an underground party but don't know if it will happen. Wait to buy at the door
It might be a lil bit more expensive but there's a lot less risk of losing all your cash

But that's a lot easier said than done!
First of all there a very very little usuable venues available to do an underground show in......or else there would be a lot more.....trust me

Second how do you get a second venue? Pay another Downpayment on the second one? That can be pretty expensive. That would drive up ticket prices considerably. It would also piss off the second venue owner if you didn't show up the night of the show cause they could've booked the place for full price to someone else
