IMO, it's better than doing it in a field somewhere, back of a car, etc.
At least if they're doing it at home you KNOW that it's happening and therefore you can talk with them about the subject and make sure they're being safe.

I had NO idea my bro was having sex, 'til I semi-caught him doing it at home. Neither my mom nor myself had ever had the "sex talk" with him, so I sat him down and we talked for about 3 hours. Turns out there was A LOT of stuff he had no idea about - I wish that he had known it was OK to tell my mom or me so that he could have been 100% informed BEFORE he did the deed.
