This sort of fits into drunk dialing.

We know a guy who after some heavy drinking phoned up the canadian army recruiting centre (closed at the time) and left a message saying he wanted to sign up so he could kill and torture Somalies(speltwong).
He actually left his name and number!

He narrowly avoided getting charged with some kind of hate crime and had to apologise saying he was really drunk.
