Part of the point of having the family present is to have them bear witness on the event. It shows your support for the marriage and involves a commitment on the part of all those who attend to foster and respect the union.

Also: What's wrong with having a big party and getting shitfaced with your family in celebration? Why wouldn't you want to do that when you got married? It's a happy occasion, no reason to just keep it between you and the mayor's office.
