I'm not sure about staring into some strangers eyes, unless theres some connection there it might make me a little nervous.
However, I'm quite the exhibitionist and love being watched (by the appropriate people of course, which excludes men that could be my father, anyone with "rapist" written invisibly on their forehead etc, you get the jist). Eye contact every few minutes or so with someone who I find attractive and has there eye on me can be hot, but I'm more the type of person who is less aggressive, and knows just how much eye contact and such to give a person, without giving them too much. Hmmmm neat...but i think just looking back and forth is just as good. Catching them at the right moment and making eye contact for a breif second.....smile and turn back to what you were doing.
