Specifically that Biosilk Serum stuff, you put it in before you style your hair..or before you just dry the hair and such.
It's worked well for me.

my sister told me to cut my hair a 1/4 of an inch every 3-4 weeks to keep it healthy, and it will instantly grow an inch in 2 weeks. should i even try that?

I would suggest trying a product called Cat Treatment. Its done by Redkin. You spray it into towel dry hair after shampoo. Leave on for 10min. After use condition.

Sleeping with conditioner in is great but it doesn't repair your hair.

Also spend a little cash and look into Redkin shampoo and conditioner.

id have to second the bio silk magic.
quit using cheap shit and spend some extra $$$ for your hair care regiment.
I used biolage matrix shampoo+conditioner, keeps my locks mad soft,silky and shiny.smells purdy too.Find a megahair salon and buy product there, cheapest place ive found thus far.

^ she's right. You need salon stuff not the cheap crap you can get in drug stores. Another good product you could try using would be "Moisture Recovery" by Joico, it works wonders. Dont forget to change up shampoos after your done the bottle(s). Shampoos and conditions stop working after continuous use.

It pulls the oil away from your scalp and distributes it along the hair folicle as well as smoothes the whole thing from root to tip.
it massages your scalp to encourage healthy growth.!
