Fastest passport office

Does anyone have any recommendations for the quickest office to get your passport in or around Vancouver? How long of a wait does it take on a day of the week?

We had a thread about this months ago. Richmond is best... 6:30am-10:30am from start to finish. I recieved my passport with in 2 weeks. But that was in May/June when the summer holiday rush was going in. Im sure its calmed down A BIT. And have ALL your papers done properly.

So if i want to hang on to my old one, should i report it lost, or stolen when i go for my next? It is set to expire in Oct. and will need a new one come January.
I have heard conflicting reports, and don't need any more flags on my name when i cross borders.
Thanks!

If your old one expires before you get a new one, I don't think you need to bring it in. Atleast I didn't in 2004. You could call and inquire, saying you can't find your current one right now.
